Accountability

Credibility depends on being answerable. The coalition separates independent evaluation and integrity from operations, gives affected people a route to be heard, and publishes what it decides. These functions report above management.

Independent Evaluation

An independent panel evaluates results and reports directly to the Governing Council — not to management.

Every material commitment is subject to independent review against its stated objectives. Findings are published and feed back into policy and future allocation. The panel’s independence is set out in the coalition’s by-laws.

Complaints Mechanism

People and communities affected by a project can raise concerns and seek resolution.

The project-affected people’s mechanism provides a confidential, good-faith route to raise environmental, social, or process concerns, with problem-solving and, where needed, independent review. Retaliation is prohibited.

Integrity & Anti-Fraud

Zero tolerance for fraud, corruption, and misconduct across the coalition and its counterparties.

Suspected fraud, corruption, coercion, or collusion can be reported confidentially through the integrity channel. Reports are handled independently of the operational teams, and whistleblowers are protected.

Access to Information

A presumption of disclosure: the coalition publishes what it does, and how it decides.

Governance decisions, policies, the portfolio, and evaluation findings are published proactively. Where information is not already available, it can be requested, and refusals are limited to a defined set of exceptions.
